- Jerome B. Armstrong of the Darlington school committee informs Rev. E. P. Smith of the American Missionary Association that they cannot pay Mary Watson any more salary than they are already able to pay her. He informs Smith that although Cecil County now partially supports schools and teachers, Harford County has made no provisions to do so.

Dear Sir information concerning about the condition of your Treasury - and the terms that you can send Miss Watson to us on. We are sorry to say, but compelled to inform that we can not pledge ourselfs to pay any more then what we already are paying. We are now at this time trying to get our school house finished for the commencement of next term and our number being small and none of us being rich in this worlds goods our liabilities is great and will be this year. We actually think Darlington must be misrepresented to you a country place with but a few to do what many did not do in Port Deposit Who are in better circumstances more of a population a town, yes three to our one. They inform us that they did not pay any last year[.] We are not blessed even to be in a county that do allow any thing toward our assistance from its treasury. your school in Port Deposit is allowed something from the treasury of Cecil Co by it commissioners. But Harford Co. has not made any provision. We will do at all times what we can what we cannot you will not certainly require.
