Each benevolent association with which this Bureau cooperates in the payment of rent for freedmens schools is requested to send to this office, as early as practicable a statement (in tabular form arranged by states) of the number and names of teachers supported by the association actually teaching and where located.
Hereafter, all accounts for the monthly allowance of rental must be verified by the Assistant Commissioner or Superintendent of Education for the States respectively in which the expense accrued. For this purpose the association will please transmit their accounts in due form to the state Superintendent of Schools, who will examine the same, and if found correct, will approve and forward them to this office for payment.
After this date no accounts for rental will be considered by the Chief Disbursing Officer until the provisions of this Circular shall have been complied with.
