- Anderson informs Supt. Kimball that she has arrived at Port Deposit, her assigned school, and finds the people their surprised at her arrival and divided into factions arguing over control of the school building. One faction is said to be managing construction and keeping secrets from the others. She has not opened the school and does not know when she will be able to. She needs supplies, including maps. Anderson asks Kimball to come to Port Deposit and speak to the people, as she has no hope of success without his advice and assistance.

I arrived at my station on saturday evening rather unexpected to the people. I found them so divided and in such a contentious condition that I am in a dilemma, they are divided into parties and are filled with petty jealousies, the house they have attempted to build is a source of contention as the management of it is confined to a certain clique, this of course brings dissatisfaction among the masses. I believe the whole people are anxious to have the building complete, they only object to the secret manner with which [[strikethrough]] they [[/strikethrough]] it is managed.
I have not yet opened school nor do I know when I can. I hope therefore you will come up here as soon as possible, as I need your counsel, and if you would have a meeting and talk to the people I am sure it would have a good effect. I shall need a set of maps, and many other things. Col. Corson informed me that my principal instruction must come through you
I hope therefore you will please come up as soon as possible, for without your advise and assistance I can hope for no success here; I know you will help me at least I feel that you will.
